Parking madness in Manchester

was helping out one of the lads off this forum with some work in Manc the other week ... parking the van on Sunday morning and came across this sign on a side road off Whitworth Street :

anyone suss out WTF they are on about ???

surely a NO PARKING - OR YOU WILL BE CLAMPED would have done

And the road doesnt have any yellow lines what so ever just 2 of these signs 1 on each side of the road. The road is the xit to the car park behind the pallace theater if anyone is interested.

Also there has just been a law passed recently regarding cowboy clampers in Manchester it was on the news and radio last week when I heard it. You can ask to see their official documents that says they are a registered clamper and you can even refuse to pay the fine and have an official body (dunno who) to come and remove it if they dont remove it themselves
I will try to find some more info on this.
