do isp`s use certain ip ranges that they always keep to ?.......say 172.0.0.0 to 173.0.0.0???
as in when some1 connects to there isp they are assigned an ip within that range
there is a reason i ask this (mainly scanning)

I think most ISP's own block's of ip's, http://flumps.org/ip/ has a nice list of blocks and who owns them :whistle
nice 1 ...........that gets me alot closer to what i`m after
