It is not "free" in the sense you are thinking.

You are free to choose whatever package you wish, and changing from one package to another is free in itself. However, if you do decide to upgrade then you will be paying the going rate for whatever package you have selected.
For example, 1Mbit costs £17.99 per month.
If you decide to regrade to 10Mbit, the regrade itself will be free but you will then be paying £34.99 per month.

I think what he is talking about is the rumour that all N-T-L customers are to be moved onto the 10mb tier by the end of '06. Supposedly there will be 3 different 10mb packages which get increasingly more expensive depending on the inclusive monthly usage that you choose. (for example it could be 3GB = £17.99, 75GB = £24.99, Unlimited = £37.99). If you have a look on cableforum.co.uk there's more info in some of the threads on there.

N-T-L originally said that everyone would get the same downstream rates (10mbit) and that the only difference in packages would be the download limits. Now that they have saiid that they are going to scrap limits I can see things staying the same untill 100mbit is out.
