i think the red goes to some thing live? like dim switch or light switch - so when i turn headlights on it activates.

    and the black a ground?

What do i do with the bare ends? NOOB question

Black goes to earth (or the chassis) and the red one goes to a live feed from the headlamp feed, if you dont know what you are doing, get an auto sparky to do it

If you need to screw them into a connector block then put the bare ends in to connect. If you are using snap connectors then cut them off.

There must be more to this. This sounds like a really stupid question!

    What am I missing???

as in the picture above i have a red and black lead with just a bit of metal on the top, under it is the copper wire.

i was thinking put the red in to the 7.5 dim fuse somehow... maybe stick the end on the end of the fuse and plug in, and then wire the black to a screw, screwing in to something grounded.....

    think this would work?

From what you describe(cant see from that pic) the wires have just been terminated with crimp ends. If you want to get to the wire, just snip them off and strip back the insulation. You can stuff them into a fuse, but I would definitly get someone who knows auto electrics to check it 1st, as if you use the wrong end of the fuse, the circuit will actually be unfused, and could easily cause a electrical fire if you get it wrong....
