Blurring a moving number plate?

I need to blur a number plate (ours) in a video clip but don't know what software to use to do it. I looked at Sony Vegas but thats well complicated.

Anyone know of any other software that can do the job, or if someone knows how to use Vegas for blurring (our car was moving so it needs to be following it) can you advise me please?

A brief tutorial would help also!!! lol..

need to break it into frames and use this method posted here ,with a tutorial ,hope this helps ,it says logo ,but you can apply any image you want

If you don't have much luck mate, you could just render the section of video that you want the plate blurred on (As avi/wmv) and I will be happy to do it with Sony Vegas, it's not easy to explain how to do it (Well, not easy for me that is lol).
