As diablos says you can't discuss changing IMEI numbers. The usual reason for wanting to change it anyway would be so that you can use a stolen phone which is a pretty low thing to do when you can get them reasonablly cheap anyway and what if the victim was a young mother who had broken down somewhere bleak and suddenly found her phone, and only means of communication, was missing?
