That's why I don't like using agencies to fill temp positions at work, I manage a technical helpdesk and they just give you any foreign student's CV, half of them can barely speak english in the telephone interviews - hence the reason why I like to find mates to fill the post myself (not just cos I get £300 a head) but because I can trust them to do a good job.
