.. trust Shambles.

From what I recall from where I downloaded it from some time ago it was taken somewhere in Iran and it was a form of punishment they used at the time for rapists etc..

It was also used as a method of execut1on, for deserters and suchlike, in India at about the time Britain was forging it's empire 1790 - 1810 somewhere around there
