    Default Is there a process limiter/logger?

    I'm getting fucked off lately with certain Apps raping the arse out of my CPU overhead without actually informing me they are running an update/scan etc in the background..even if I check my TSR's through task manager it's not showing, and I've gone through settings/options and turned off all auto features but still seem to get something or other banging my CPU 100% and it cripples my PC (Win2ksp4)... is there a util that can 'catch' an App that wants to hog your resources? I'd have thought there was something about that you could set a threshold with and it would popup if something was wanting to hit over that..(And ultimately naming and shaming the said fucking App) you can do it with your hardware temp so why not software overhead?
    Any pointers are most welcome

    Have a look at this http://www.safer-networking.org/en/faq/33.html, Its not really what your asking for but can be set to ask your permission for things to run.
