    Nothing to do with Russia. This is standard practice everywhere.

    They did the same thing in the grove around the corner from me. They came to resurface the tiny cul de sac, but there was one car parked on the road. They tried knocking on several houses but no-one knew who owned it. So they just resurfaced the road leaving the square the car was parked on. I was convinced they would hit the car, but to give them credit they didn't. They said they would come back a week later to re-do the patch that was missed but they never did!

    When they do that kind of stuff on my road - even every now and then when they get round to cleaning it, there are signs and cones everywhere clearly stating if car is on road it will be towed away.

    Yeah I've seen them do this as well, left a car coned off for about a week cos he was double parked and they needed to re-surface the road. When ya look at if from their point of view though its fair enough really.
    All sweeping statements are wrong.
