Dog walks on water!

It looks like Rover was sitting on the front and the lawnmower braked promptly.

Looks more like a RIB (Rigid Inflatable Boat) to me

and as he's part of a rescue unit, a jetski wouldn't be much use.

Also Jetski's usually have inboard engines, driving a Jet of water (http://en.wikipedia.org/wiki/JS400) hence the name. Rather than an outboard engine driving a Propeller.
