Such a tool does not exist and I don't think it can due to the nature of the files.
They normally provide a sample file with the file/clip for this purpose tho

best thing to do is if you using usenet and there is a seperate sample.avi file bump that up to the top of the list so that downloads first. if it hasnt i suggest using the NFO file to see what the RIP'r said the quality is like, there normally pretty accurate.

i think this can be done with vlc, not 100% sure though.

what you need is DIVfix, partially download the film on LM or DC then fix the film to view it, wont work with some films but i use it alot on part downloads
VLC Player repairs files before playing but im unsure if it will play a partial file.

It does work with vlc but it needs to be the 1st rar file in the series for it to work. One in the middle won't show anything.
Remember the first file could either be .r01 or .rar
