If you buy a set of two... the base station is the only one that needs to link to phone line and the other wirelessly connects to base station?

Yeah. Only the main handset connects to the phone line.

The other base station is just a charger.

(I didn't buy them... lol - I saw other pics and wasn't feeling it)
