Excuse my ignorance mate but I haven't a clue what your on about.

I have 32 bit Vista. I installed the service pack last week. Basically what I want to know is can I install this and what does it do?

I don't really care so I havn't googled it but it looks like it is a patch so pirated copies of vista can install SP1.

Vista (& XP SP2) limits the amount of half open connections to a maximum of 10 not really to sure why, but basically this allows you to open up more for programs that will require it, like a torrent client for example!

XP had similar issues in its earlier incarnations but then became manually configurable if you knew where to look.

Yeah, for bit torrents I had to patch it, before you can do that, you need to disable the UAC, which is included in the patch Raptor posted.
