Vista account lockout

Is there any way to get the Administrator account to show on Safe Mode?

I've Googled it & with varying results, none of which work

The reason I ask is, my mate's stepson has deliberately changed the password on his account & locked him out & the the tit never created any more accounts when he installed Vista Home Premium..

Hirens Boot CD and use the SAM database cracker?
