SA Cert Uses Cisco IP protocols, the cisco AP programming lead connects to your com port on your pc adn to the CAT5 socket on the SA reciever.

I have the lead but not a box, i have ask a friend to source a working box so we can check the application

afaik, all SA release firmwares used in the UK have had debug features disabled so the only way to load firmwares is via an over-the-air cable download or via jtag.

The SASect tool is a development tool that is basically used to segment firmwares into a format suitable for usage in a TS stream. It cannot be used to generate or sign modified firmwares.
