I know that the Chinese government monitors skype. Are there any safe instant chat software that I can use without being tracked?

There are various plugin's you can use that will enable encryption etc.

What Chat client do you currently use?

As China reverse engineered Skype a while back, I would say yes.

You need to enable encryption.
