Technomate TM-1500 in Belgium

So I've got a Technomate 1500 and I'd like to know how to receive BBC/ITV/CH4/5 etc... These channels show up on "28.2° East" but the "quality" is at about 5-6-7% - in other words, no picture/sound.

Any ideas? I'm completely new to this so I apologize if it's a stupid question.

I'm in Belgium in case that makes a difference as I'm assuming it might.

You should be able to get it with a mini-dish from there.
But try a larger dish, I'd say 80cm in that location.
