If you've ever even seen one of the mixing machines they use, you'd understand that it would be near impossible to fix 3 numbers to come out - someone would have to give the ok to do it, which likely wouldnt happen, someone would actually have to pull it off, which likely wouldnt happen, and then they'd have to increase the payout many times over what it normally is - I can imagine a lot of people chose those numbers. For the gaming commission to do this really makes no sense.
I remember watching lucky numbers which was about rigging a lottry, but the movie kinda sucked. i think what they did was they weighed down the other balls except the numbers they wanted.
