Been getting the same problem for longer than I care to remember, I will be rectifying it by changing to another ISP this week.
Understeer is when you hit a wall with the front of your car
Oversteer is when you hit the wall with the back of your car
Horsepower is how fast your car hits the wall
Torque is how far your car sends the wall across the field once you've hit it

Same here, do you have to pay another connection fee or is that only payable once

Pipex offered me the chance to "migrate" to another ISP (of my choice) so that means that I won't have to pay another activation fee (because my line is already activated).
They also agreed to waive the £58.75 for leaving them before the 12 month period was up due to the fact that they have not been able to provide the service "as advertised".
They did try to get a little bit smart to start with (ADSL is not a guaranteed service, etc) until I actually turned up at their head office in person with 6 months worth of router logs proving that I had actually spent more time disconnected than what I had been connected.
If you get any crap from Customer Services then tell them you want to speak to Lee Maguire (head of CS) and if you don't get satisfaction then you will turn up in person to sort it out (worked for me).
