Hi, i've tried listerning to the local cop shop at around 500 mhz. But they're using some kind of scrambling system which makes them sound like darliks.

500Mhz sounds a bit on the high side as that would be in the television broadcast band

If it's around 450 or 465 it sounds like you're hearing MASC.
