While walking across a bridge I saw a boat full of people. Yet on the boat there wasn't a single person. Why?

1. the bridge he was walking across was on his boat, he was alone on the boat. he could see a boat full of people in the distance?

or

2. maybe the boat was full of people INSIDE and not ON as in ON top of the boat?
