I've found an iPhone 3G for sale locally I'd like to pick up from my partner.
The guy selling said it is just under a year old and has always been used on O2. It's currently on 3.1.3.
If I buy tonight, can I unlock it?

yes, but not tonight. You'll either need to fill out an official unlock form and put an o2 sim in (free for contract or £15 for payg) or wait for a new software unlock for the baseband that's on it.
Proper unlock is always better but will take a couple of days for them to process.
It's a REMOTE possibility that you'll be able to downgrade the baseband to a software unlockable version but that's only a possibility on the very earliest 3g (bootloader 5.08)
