    Sir Philip Green says government waste 'shocking'

    Sir Philip Green says government departments are paying different prices for the same items
    The government could save billions of pounds a year if it improved "shocking" spending processes, Topshop owner Sir Philip Green has said.
    Sir Philip has reviewed government spending, and says it is failing to make full use of its buying power.
    He said no business could survive the level of money that was wasted from the total £191bn budget.
    He believes billions could be saved, if the government did simple things like checking spending properly.
    Speaking to the BBC's business editor, Robert Peston, he said that between £600m and £700m could be saved on the £2bn telecoms bill alone.
    'No accountability' Sir Philip was asked to look at how efficiently Whitehall departments spent their money.
    He said the information held about what the government spent on services was so sketchy that if his business was run in that fashion "the lights would go out".
    Sir Philip said: "The process is shocking. There's no reporting, there's no accountability."
    He told Robert Peston: "You could not be in business if you operated like this. It would be impossible."
    His view is that the government fails to make the most of its scale, buying-power and credit rating.
    Sir Phillip runs the Arcadia Group of High Street retailers, which also includes Dorothy Perkins and BHS.

    The Spending Review: Making It Clear





    His report says a lack of a centralised approach means different departments pay hugely different prices for the same items.
    Sir Philip said: "The conclusion of this review is clear - credit rating and scale in virtually every department has not been used to make government spending efficient.
    "There is no reason why government should not be as efficient as any good business."
    'No coherent strategy' Sir Philip was picked to look into government spending by the Prime Minister, David Cameron.
    His cabinet is putting the final touches to a programme of deep cuts in public spending, due to be announced next week.

    Sir Philip's report has focused on the procurement of goods and services such as computers, travel, print and office supplies and the management of the government's property portfolio.
    Cabinet Office Minister Francis Maude said: "His [Sir Philip's] review shows that for too long there has been no coherent strategy to make government operate more efficiently.
    "Every pound that we can take out of the cost of government is a pound we can protect on the front line. Our over-riding aim is to protect the quality of front line services and to protect the jobs of dedicated public sector workers."
    But Nick Seddon, the deputy director of the think-tank Reform, which specialises in trying to think of better ways to deliver public services, said improving government efficiency was about more than money, it was also about the way the civil service operated.
    Mr Seddon said top civil servants should be made accountable for the delivery of services and that their pay should reflect performance.

    Apparently there are 400000 nights spent in London hotels paid for by Central Government. Fucking ridiculous as you know that a good percentage off them will be of a decent quality.

    I was just about to post this but you saved me the job.

    What I find extremely hard to believe is that SUPPOSEDLY NO SYSTEMS or ACCOUNTABILITY.

    This sounds like bollocks to me.

    My previous two jobs have been in purchasing and I just can't accept that anyone working for the government in purchasing isn't CIPS qualified to high levels.

    As far am I'm aware all purchasing departments work to budgets and have systems in place.

    Should this not be the case I too would be very shocked and annoyed.

    But as stated already , I feel this story is bollox and Sir Philip Green is just trying to justify his own trumpet blowing.

    I can see that certain govt depts are paying different prices for the same items.

    What Sir Philip isn't saying is that when purchases are made many factors come into play. The obvious one is the quantity ordered and the frequency ordered, lead times etc. A lot of this can be avoided by centralising the purchasing to one dept.

    This however, is a tiresome process and excludes many benefits of local purchasing. You may pay more for certain items but that loss can easily be made up for with cheaper other items. Delivery costs also have a big impact on budgets, but many don't take these into account. The ideal scenario is for someone to hold your stock in their own (local) storage facilities or have consignment stock ie only pay for what you use.

    It's alright for some clever Sir cunt to come in and deliver horror figures of wastage but this fucker isn't taking everything into account or being entirely honest.

    I'm sure I could go into any company and do the same wise arse shit as him but at a far less cost of his wage and you wouldn't need to call me Sir !

    it is shocking how much they spend, and as berty said the hotels they stay in would be top notch, not your average 30-40 quid a night hotel.

    They must have the systems in place for this kind of stuff along with people managing the budgets etc.... suppose now its all be looked at more in depth now they need to save the dollars.

    Well it ain't just the hotels really as the expenses that go with it are ridiculous too though no mention of those at this time. There is also the fact that all the civil servants I know travel First Class on trains because they can. I also know a reasonable amount about some of their procurement processes and also some of the failings they have had within them and it ain't funny.

    I don't know about government itself, but in education, where I worked for 7 years, it's amazing the cash that is wasted just to use up budgets.
    I've seen teachers spend £3-4k on software that is never used, book systems that nobody has ever picked up and over 10k on plastic canopies so they can go outside and not get wet.
    Then the same schools say have to lose a teaching assistant because they can't afford her 7k salary.
    Criminal waste.

    I don't doubt for a moment there is waste in Government, but I will be fucked if some fat fuck who did what any normal person could have done if they were in the club borrowed a large chunk of money from the banks who were tripping over themselves at the time as they made huge fees , he then sold the stores and rented them back, cut the pensions, wages and working conditions, bought from China rather than UK suppliers and they go and make him a knight of the realm.

    anyone can cut costs , though the businesses were fine before he took over all he did was borrow lots of money, extract a huge dividend and saddle the business with debt. He signs the company over to his wife who lives in Monaco so avoids paying hundreds of millions on his dividend but is lauded as a smart cookie.

    It is partly this behaviour that has ficked the economy, globalisation, buy from asia sell cheap here, it will make everyone not notice how their wages are in fact going down compared to inflation, meanwhile those in the city club can pay themselves big bonuses. Only the house of cards has collapsed, if it were true capitalism they would let the banks and the rest fall over, but no we loaded them up with more loot and socialised the debt.
    They now turn round and blame the people who seeing their house price rise every year take out loans against the house, load up credit cards to buy more crap, because they wanted it all (at no point did you see the Government step in to stop this) and now the country has more debt, public and private than it can ever hope to pay back given that the economy is in the shitter and getting worse.
