Surprisingly, you are totally wrong You need to check the eligibility rules. United are fine because we turn over enough to service the debt. Having a DEBT is not the issue, its making a LOSS - and we don't. City however are pretty much fucked, because they don't have a chance of turning over a profit, nor realistically do Chelsea. However, they have 3 or 4 years really before anything can happen, and by then I'm sure they will have figured it out. Lets be honest, UEFA can say all they like, but they need the big, rich clubs in their competitions, or people wont watch, and then they lose money, and we all know UEFA dont want to lose money!

Anyway, as I'm sure some of you know, Uefa announced last year that as of season 2012-2013, no club will be allowed in to the Champions League or Europa League if they carry any debt, run at a loss, or are sustained by private finance.
