downloaded photoshop cs4 but cant get it to run

can anyone help me please , ive recently downloaded photoshop cs4 using a link i found on youtube , ive done everything they said to do in the video but it just doesnt start for me , when ive downloaded it and extracted it , they said to click on the photoshop portable application folder and that will run the programm each time but all it does for me is puts up a quick message on my screen saying " portableapp2blogspot.com , it flashes up then goes straight off again

any help would be really appreciated

You do know CS6 is the latest photoshop?

Anyway, try right clicking on your CS4 file and running as administrator, see if that works.
