Boot into safe mode with networking.
Download Combofix run in safe mode.
Then download Malawarebytes and run in safe mode.

As long as you can boot into safe mode this should sort it, Ive done loads of PCs this way its pretty easy to remove.

Have you tried doing a system restore using boot with command prompt? go to c:\windows\system32\restore\ and type rstrui.exe will pop up with the system restore window and should be able to roll back to pre virus.

    Thanks to akimba

The other day I got rid of a similar virus by going into a second user account which hadn't been infected and running rkill followed by MBAM. There are some tools for some versions of windows that can activate the admin account from pre-boot so if all else fails you could try that. Can't name to tools off the top of my head but lmk OS if you want me to look into it.
