Can't delete/overwrite/rename file in Windows 8?

Trying to install Dreamweaver and came across this issue patching it, any ideas what may be making this happen?

Account is administrator and UAC controls are at their lowest.

I had same issue on M$ Server 2012 which is the same UI as Windows 8

in 2012 it is part of Security Policies and Groups...
I had to disable a load of well hidden UAC type policies and then I could delete files in question

Might be same in Win8 not sure but worth a try ?!?!?

I resulted to searching the error message (It's 101, I know...) and found the post linked below. I've ran CCleaner on this machine and think this caused the problem with security.

I installed the Take Ownership option and once taking ownership of the folder, I got the file changed.
