    BBC News E-cigarettes face curb in public places in Wales

    Wales could be the first part of the UK to ban the use of electronic cigarettes in enclosed public places.



    Ministers say they are responding to concern that the devices - which can contain nicotine - normalise smoking and undermine the smoking ban.

    A minimum alcohol price of 50p per unit is also proposed in a white paper of ideas for public health legislation.

    Health Minister Mark Drakeford said the aim was to address some of the nation's major public health challenges.

    "Taking concerted, collective action to address public health concerns remains one of the most powerful contributions any government can make to the welfare and wellbeing of its population," he said.

    "Alcohol and tobacco contribute to many life-threatening illnesses and are major causes of persistent inequalities in health.

    "I have concerns about the impact of e-cigarettes on the enforcement of Wales' smoking ban. That's why we are proposing restricting their use in enclosed public places.

    "I am also concerned that their use in enclosed public places could normalise smoking behaviour.

    "E-cigarettes contain nicotine, which is highly addictive, and I want to minimise the risk of a new generation becoming addicted to this drug."

    However Richard Filbrandt, e-cigarette user and co-owner of the Vibrant Vapour cafe in Carmarthen, said they had studies showing there was no risk to passive smokers.

    "There are studies done by Air for Change in America that say it doesn't warrant withdrawing them from public places, and they are the same people that said take cigarettes away from public places," he told BBC News.

    "Why should we be treated like smokers? Why should we be put out at risk of passive smoking ourselves in a smoking area when we do not smoke?"

    On the subject of alcohol, Mr Drakeford said: "There is indisputable evidence that the price of alcohol matters.

    "It's no coincidence that as the affordability of alcohol has increased substantially, so has alcohol-related death and disease.

    "A minimum unit price will make a strong contribution to preventing alcohol overuse and misuse and reducing alcohol-associated illnesses."

    Other proposals in the white paper, which will be subject to consultation, include;


    • a tobacco retailers' register with stiffer penalties for those selling to under 18s
    • whether to make it an offence to deliver tobacco ordered online to someone under 18, even if the item was ordered by an adult
    • a national register of tattooists and providers of cosmetic piercing in order to improve regulation and set cleanliness and hygiene standards
    • requiring local authorities to develop a strategy to ensure toilets are publically available in local communities



    Chief Medical Officer Dr Ruth Hussey said: "On the seventh anniversary of the smoking ban, it is symbolic that Wales is once again at the forefront of a new set of radical proposals to improve public health."

    The white paper - Listening to you: Your health matters - is open to consultation until 24 June.

    Nothing worse than someone who is puffing away near you and being exposed to their dirty disgusting fucking smoke

    lol... By no source I was meaning it was told to me by a mate so may well be complete bullshit !! He reckoned it was on the news this morning that they were saying it encourages people to return to smoking and 'glamorizes it' e.t.c

    I have no problem with this.....because they have told the truth. By that, I mean that the stated reason for a ban is to avoid normalising smoking behaviour, which is laudable, rather than the usual bull reason of 'we don't know the potential health ramifications'.

    They want to address some public health issues? Make all fruit and Veg tax free.

    It doesn't "normalise smoking". You have to walk around with a dorky e-cigarette. Not exactly cool, is it!?!

    Now... I'm a non smoker. But look at James Dean or Donald Draper. Smoking is cool.

    Took the nephew to see the Lego Movie a few weeks back, a couple in front of us were puffing away on e-cigs with the vapour.
    I wasn't very happy about it, but what can you do if it is not against the law. Not really interested if it is not 'toxic' and poses no health threat, it has to be worse for you than just inhaling 'clean' air.

    Pretty obvious what is going on here. The Real Cig companies are releasing e-cigs designed to suck young folk in to get them addicted and eventually get them onto real cigs.
    At the end of the day it is easier for kids to try these. They will have no smoke smell on their clothes, easy to hide and are not as scary to 'smoke' as a real cig is.

    There is only one solution, to ban all forms of smoking other than in the comfort of your own yellow stained wallpapered houses. It might actually happen, John told me.

    Oh and it is much better to shag Goats. They fuck back harder.. I know from experience.

    at the end of the day it's not smoking your inhaling vapor i only see a good thing when i see e cigs
    my wife went from 40 - 60 a day to zero overnight using an e cig and 1 year on she is using zero nicotine vapor oils nobody can tell me thats a bad thing

    it's all about money the government arn't getting their cut and thats the real issue once they tax the shit out of it no more will be heard about them
    they should ban sweet cigarettes while there at it after all it's encouraging kids to emulate smoking

    it seems daft to ban something because it looks like your doing something else or because of the smell
    there are plenty of offensive smells about we should ban those as well i find people eating with their mouths open offensive maybe we should put a tax on that or ban it all together

    leave e cigs alone and ban tobacco that way you can't be emulating something that can't be had

    new again last night about how they plan to enforce plain packaging... Again, stop pussy footing about and if you are so concerned about the health risks of smoking, ban it altogether!
    Oh, but then you lose the Tax....

    I read an article recently about how on average an obese woman will cost the NHS roughly £400 (I think) more during the pregnancy than a healthy person... £400... How much does smoking related illness cost, the same smoking they are trying to 'discourage' people from doing.

    Why has Smoking not phased out.. It is one of the biggest Government scams going if you ask me. "Don't smoke.... but we cannot stop you from doing so... It is bad for you... but it is your choice... "

    Fuck it, I might start smoking... Apparently your cooler if you smoke.
