So I'm guessing this is just a new version of Windows 8.1 with all the latest updates already installed? Like a preinstalled Service Pack... but just not?

Win 8.1.1 is not just the same as a service pack update...although it does contain a service pack it also contains further Metro backtracking from M$ and has more Win 7 style additions ....
