is there a way to find out how or what software built a website when it's online?

I'm trying to find out what software was used or if it is an online builder(like the ones you get with hosting)
long story but someone has either the site or login details and has thrown toys out of the pram because he's causing trouble and won't give the society the site or details to update it themselves. I believe the society hold the domain registration but I don't know if the pay for the hosting as yet.
I have ripped the site using HTTrack but can't seem to find any info in the ripped files.
is it even possible to find out this information and then change the details?

looks like he built it himself and is manually updating the HTML when you want changes made :-(
