My Controller need some Help

Hello i have a controller when i put batteries in it don't come on but if a take the battery case off and put in a plug and play cable without the battery the controller works.

i have removed the broad out of the case and replaced the battery strings still don't work i also used a multimeter on the battery strings and there's power there.

any ideas please why its not coming on
