Default Best way to permanently repair a PSU Sheaf?

We've got loads of electrical genius' on here (you know who you are) and I was wondering whats the best way to repair the end of a wire near the plug that has a sheaf.

I've replaced the other end plenty of times when the wires get messed up, but at the other end, this particular plug is sealed.
I don't really want to just use electrical tape, but was wondering something like a Shrink Flex. I want to make it more a permanent repair rather than a quick fix (a exact replacement for this adapter is £22 - and seems a shame to ditch it as it works perfectly).
