Det I don't know what level you studied maths to and I mean this with no offence but trying to increase your chances of winning (even if some numbers seem to come out more/less often - like 20 hardly seems to come out) is completely flawed. The best you could hope to do is maximise your chances of not sharing a jackpot.
Quick bit of maths - avg no. a ball is pulled is 248.6, standard deviation is 15.8. If the draw follows a normal distribution then even 20 is within 2x standard deviation which is 95% of the 'population'. So even though 20 has been drawn 59 times less than 30 this doesn't make 30 especially more likely (or less likely to make up for the lack of 20's) or 20 less likely to be drawn.
And again, we come back to the fact that the balls/machine etc have no memory (well the machine will do technically to function as it's electronically controlled). Do you not also think they might also employ people who are able to use the title Dr. (I.e. Maths phd's) analysing the draws themselves looking for any weaknesses and they're going to be a darn sight smarter than all of us - if there was a flaw, price improvement, increase in chance - call it what you want these guys would have discovered and eliminated it.
Best at you can do is minimise sharing the jackpot and only real way to do that would be to get hold of the numbers and frequency of use of them that people play (that's also forgetting people who just get a lucky dip which is a large percentage) and I doubt you'll be able to get hold of those numbers.
