Default Replacing wooden 'step' near door

Got a piece of wood that must act like a seal to stop water coming in, at the rear of the house which is beginning to rot. Any advice on how to replace it? Do I need specific wood, or sealant etc?,

That's called a threshold. It needs to be hardwood. You can cut the old one out but getting the replacement in might be a bit tricky. You may have to remove some of the cement from the front.

Can you not use some wood rot hardener then catty the funk out of it before painting it with something like Ron seal Step Paint?
