Ipad 4th gen wifi + 4g won't activate

Hi wonder if any one has come across this before I have just bought a second hand ipad 4th gen wifi n 4g every thing works as it should on the wifi side but when I put a simple card in it shows the bars at top with 4g but prompts me that the ipad needs to be activated but when I go through the process it is saying something about the server is down and will not activate the ipad any help would be great full

Are you sure there isn't a sim lock and you are using an incompatible sim? What activation screen do you see? Have you tried connecting to iTunes to activate and is it on the latest iOS?

thats the problem im unsure what network it is on as i bought it second hand and the owner never used the sim side of it i have tried diferent sims in it.. when i pput the sim in it shows a signal and 4g put ipad goes into a requires activasion and just keeps going through a loop

do u need a different sim as is there 1 pecificly for the ipad and yes on ios 9.3.1.

Someone has removed the resistor on the gsm modem . To bypass icloud
when you connect to iTunes does it find the ipad as wifi model or gsm ?

it dosnt say either unless im looking in the wrong place

I'm sure when you first connect it it gives you the device name and model no .

just says ipad and serial number i can connect it to my i cloud fine just wont activate sim even though it show a signal and that it is on 4g

Quickly run a checkmend to see if it's blocked and if that's ok run a gsx report to see what network it's locked too
